Fair warning...this in NOT the story that Capcom gave Mike Haggar.  I've added and subtracted a lot of elements, including the Capcom sequels to Final Fight (Final Fight 2, Final Fight 3) -- as far as this history goes, they never happened.  I've re-invented the character to reflect what would have actually happened if Final Fight had not been a video game, but a real life situation.

A lot of Mike Haggar's story is locked in politics and hidden files that aren't known to the general public.  Though Mike is far from a mystery man, there is a lot of information Mike Haggar would rather not mention to anybody.
Mike was the typical Alpha male growing up - good looks, good grades, good guy.  His family, far from being millionaires, were well to do and Mike never really wanted for anything.  However, Mike never really knew what his father did for a living.  A "businessman" is all his mother would say.  Then one day, while Haggar was still a child, the "businessman" simply vanished without a trace.  Nobody knew exactly where he went, not even his wife...though those that did know probably wouldn't say anything.
Still, using his father's disappearance as a motivational tool (Mike wanted dad to be proud, no matter where he was). He had a keen mind for history, politics and english, but was also one hell of an athlete, dominating in wrestling in particular.  Mike was certainly on the "A-List" with his peers.  But wanting to get away from what he felt was a pretty sheltered, superficial life, Mike also spent a lot of time doing volunteer work -- working at soup kitchens, being a Big Brother....Mike wanted to help people out however he could.
Valedictorian in high school and college, captain of the wrestling team, Citizenship Award winner, Varsity Letterman -- Haggar had the brains to do it and the brawn to back it up.  Graduating with Honours in Political Science, Haggar seemed destined for a career as a great politician.
But to everybody's surprise, Haggar passed it up.  Upon graduating from College, Haggar joined the Police Academy in New York.
Working with the less fortunate, seeing the troubles they had to put up with daily, affected Haggar.  He could end up getting a stuffy job in City Hall, or he could work directly with people in a job where he could make a difference.
A bit wet behind the ears to begin with, Haggar eventually started soaking in information like a sponge.  He blitzed through the Academy, and once he got the force, he did much the same.  Winning honours and distinctions, Haggar made a name for himself in the NYPD...enough of a job to get noticed...
It was during this time that Haggar met a young lady named Rachel.  Working for the Mayor's Office, Rachel and Haggar met at a political function and quickly fell in love.  Theirs was a whirlwind romance which ended in marriage after just a few months and the birth of Haggar's daughter, Jessica.
At this time, New York City was being ravaged by a gang known as the Mad Gear gang.  The group, dabbling in everything from drug trafficking to blackmail to street crime, had New York locked in it's grip.   Haggar had confronted them many a time with the department and always wanted them to be brought to justice.  But they never were.  Mad Gear had connections in the department, and were sure using them.  However, no matter how high in the department Haggar got, there always seemed to be somebody higher bailing the Gear out.  A lot of it seemed to revolve around a wealthy NYC businessman by the name of Adolus Belger.  It was an Al Capone type situation -- everybody knew Belger was doing something, but nobody could prove it.  Haggar noticed the problem, as did several other officials in New York City.
The City wanted to start up a department that worked alongside the police but was a separate entity, a group of "Untouchables" that Mad Gear couldn't intimidate or bribe.  And Haggar was the man they chose to fill the Elliot Ness role.  And he certainly fit.
Haggar and the group, named LEAGUE (Law Enforcers Against Gang & Underworld Endeavours), took the fight right to the New York gangs, taking a big chunk out of their earnings, putting crime bosses in jail and becoming celebrities in the process.
It took LEAGUE a little while before they had the manpower, but they eventually took their assault directly to Mad Gear...and Mad Gear got hit HARD!!!  Bust after bust, Haggar and LEAGUE were dismantling the Gear piece by piece.  Threats were made, bribes were offered, but Haggar and his team stood fast.  Mad Gear, deciding an example needed to be made, took action.
Haggar came home one day, having just finished up a major drug bust.  He found his apartment in shambles, furniture destroyed, an eight year old Jessica crying...and Rachel missing.  All that Haggar found was a note on his bed which read very simply "...Step down, or next time, we take the kid..."
Seeking solace with his family, Haggar called home...and got the maid, who informed Haggar that his mother had passed away in her sleep that afternoon...but his mother was not an old woman.  This didn't sit well with Haggar, who immediately started an investigation into both.  Unfortunately, he wasn't able to make any headway with the investigation of his mother's death...somebody was pulling strings.  Haggar then focused on the investigation into his wife's disappearance.
Haggar wanted to find his wife more than anything.  It wasn't that hard.  Her body turned up in the Hudson River a few days later.  Reeling from his mother's suspicious death, and scared to death that the same fate would befall Jessica, Haggar stepped down as the leader of LEAGUE...but he didn't back off.
Putting Jessica in an all girls boarding school in Ithaca, New York, Haggar took the fight to Mad Gear on the underground level.  Haggar has never really gone in to this in a lot of detail, merely saying that he was not acting as a law enforcer and was admittedly a vigilante during this time.  It involved a lot of underground fighting and detective work, but it all came to no avail.  But, apparently, it did lead to his career in pro wrestling.
Haggar, by his own account, eventually became very disconsolate with the lack of headway he was making.  Jessica asked him to stop, seeing the hell it was putting her father through.  Mike agreed, but then sank into a deep depression.  A depression which was lifted when a certain SMWA promoter came to his door.
"Mike Haggar, I'm Jack McCullough.  Listen, I've heard about what you've been doing over the past few years...don't worry, I'm not going to judge.  But how'd you like to do it professionally?  I'm willing to offer you a chance in the Slam Masters Wrestling Association.  How about it, Mike?  Anything's got to be better than hanging around here feeling sorry for yourself!"
McCullough got a right to the jaw for that comment, but got a phone call a week later.  Like McCullough said, anything was better than feeling sorry for himself.
Haggar made his SMWA debut against journeyman Mad Jack, debuting two moves which would make a big impact on wrestling, the Spinning Lariat and the Screwdriver, the patented Mike Haggar spinning piledriver.  Haggar worked his way up through the ranks quickly, winning the North American title in a matter of months, defeating SMWA mainstay ExtinctFrom there, Haggar took just one short year before he faced off against possibly the most awesome force in SMWA history, the  Omega Centurion .  A vicious match ensued, but at the end of it, Haggar came out with the World Title.
But the war was not over.  Centurion's manager,  Sarge X helped the big man win the title back in a rematch.  Then, it all came down to the first ever Crash Carnival, with Centurion and Haggar facing off in a steel cage.
It was one of the most vicious, bloodiest matches in the history of wrestling.  Centurion suffered a broken collarbone and damage to his neck, ending his career.  Haggar came out on top...but at a price.  His back was nearly destroyed, and he had to retire on the subsequent Saturday Night Slam Masters.  Returning home to Ithaca, Haggar again went into a little bit of a funk.
This was about twelve years after the Mad Gear incident.  Jessica was attending college (Cornell) and growing up to be a woman.  Seeing her father at home made her happy, but she too noticed that her dad was in a bit of a spot.  But then came another phone call which would again change the lives of the Haggars.
This one came from New York.  The race for mayor was on and a few folks in New York thought that Mike Haggar would make the perfect candidate.  A bit fearful to return to the City, Haggar was pushed by Jessica, who wanted her father doing something other than just moping around the house.  So, Mike Haggar decided that twelve years was lone
Well, Haggar's wrestling name and his former police career made him the perfect candidate.  He became mayor in a HUGE landslide victory.  And that's when the trouble picked up again.
Haggar adopted a tough-as-nails approach to crime.  He increased the size of and restructured the police force, gave LEAGUE more power, and simply did not make things easy for those who would break the law.  And it was at this point at time that Mad Gear decided to pick up the pieces of the other gangs and make their presence felt again.
It was an epic battle, Haggar's administration vs the newly powered Mad Gear.  But it was a battle that Mad Gear was losing.  Desperate, they again resorted to threats.
Haggar received a phone call and a video tape.  Jessica had been kidnapped!!!  And the message was simple -- "You get her back alive when you resign."
Haggar wasn't going to cave this time.  He was getting Jessica back...alive.  Enlisting the help of LEAGUE, Haggar led a blitzkrieg covert assault, taking it right to the Mad Gear strongholds that he had always suspected but was never able to check out.  Eventually, the assault ended up in the penthouse of Adolus Belger....and it ended HARD.
The fighting in the building attract the attention of New York City media.  One lucky chopper caught Belger on film...falling sixty stories to his death.  Zooming to his broken penthouse window, the chopper caught a close-up of  a large figure staring through the broken window, looking down as Belger fell to his death.
In the next few days, Haggar resigned from his position as Mayor, stating that he did have a role in the raid, but being tight lipped as to what the role was.  The statement he left with was "As Mayor, I put myself in a position that was outside of our laws.  A Mayor cannot allow himself to do that.  So I cannot allow myself to be Mayor.  I officially step down as the Mayor of New York City."
        Returning to Ithaca, getting away from New York, Haggar went into another one of his funks.  Two things brought him out.  One, the SMWA Fan Club had set up a chapter in Ithaca and it's leader, a young kid by the name of  Ron Grayson , just wouldn't leave Haggar alone about his past accomplishments, often gushing over him!  Second was another phone call from Jack McCullough;
"Hey, Mike, it's McCullough.  How's your back?"
Well, turns out the back was good enough to bring Haggar back to action in the SMWA, where he picked up where he left off.  Haggar has been nothing but a success, winning the World Title and the North American title twice.  Mike has truly become the icon in the SMWA.
Recently, Jessica Haggar's old boyfriend from New York,  Cody Simmons , entered the SMWA and has brought back several questions about Mike Haggar's past and the incident in New York. Cody, Mike and Jessica have all been tight lipped, but bits and pieces have been aired on the air and in the locker room.
Still, Mike Haggar has carried himself as a true hero in the SMWA, always fighting to bring law and order to a federation that thrives on chaos.
"There's a lot of people in this sport that think they can run around, flout authority and write their own rules.  I won't deny that wrestling is a rough game, but there are some things that folks just wont tolerate.  I'll be damned if I'm going to let the SMWA get overrun by gangs who want to take control.  The employer has changed, but the job is the same."
In a federation that's always in chaos, Mike Haggar is the one guy you can count on to fight the good fight.
